If my son is injured at birth by the doctor what do i do to sew?

when i was giving birth to my son the doctor had to pull him out with a vacuum and they dislocated his AME from his sh older and he could not use it at all we have ben to many doctors who have said this should not have hap pend to a 7 lb baby.my son is now 9 moths old and still do sent have full use of his arm and i want to no if i could sew the doctor.
